A central part of the PES Network's activities relates to benchlearning. It was successfully introduced in 2015, combining the concepts of benchmarking and mutual learning with the aim of improving the performance of PES. The interest in benchlearning is increasing at international, European and national level. By providing this Manual, the concept of the PES benchlearning will be made transparent to the outside world to show an example of a systematic, indicator-based learning method between organisations, which is transferable by other organisations or networks.
